This works with Windows 10, and older versions of Windows 11.
Use no@thankyou.com as the email address. Enter gibberish for the password. It should then give an error and let you sign in without creating an account.

After doing this, you should disable this Windows annoyance which keeps trying to get you to sign in using an online account.

This works with newer versions of Windows 11:
At the beginning of the setup wizard (where it asks for your Country), press SHIFT+F10
In the command prompt, type this in and hit enter. The computer should reboot.
Copy to ClipboardOOBE\BYPASSNRO

If you get and error message, then type these:
cd oobe
bypassnro


The computer should now reboot, and on restart it will not require you to connect to the internet to set it up. If you have already connected the computer to wifi (before you ran the above commands), or have an Ethernet cable plugged in, then when you are at the beginning of the setup wizard, press SHIFT+F10, and enter:

Close the window after you hit Enter and it runs.
Continue through the setup wizard, and on the Network page, click "I don't have internet" and set up a local account.
