Try logging into an account on the computer that has full Admin rights and install updates from there. After finished, move back to limited user.

If you get that message on an account running as Administrator, open Task Manager, go to Processes/Details tab, turn on the column for "Image Process Name", sort by that column, kill ALL processes running under any Quickbooks folder. Run Quickbooks as Admin.

If that doesn't work, other online suggestions include:

Disable AV and reinstall
sfc /scannow and dism restore health options
Reinstall Microsoft Visual C++ from here:
https://docs.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-160

This step will completely wipe it out.
Uninstall Quickbooks
Uninstall all Microsoft C++ versions
Reboot
Rename/Delete Intuit folder in:
C:\Program Files
C:\Program Files (x86)
C:\ProgramData
C:\ProgramData\Common Files
C:\Users\Username\Appdata\Local
Registry:
HKLM\Software
HKLM\Software\Wow6432
HKCU\Software
Reboot, Reinstall
