Google Chrome and Microsoft Edge can't load any HTTPS websites.
"This site can't provide a secure connection"
www.google.com sent an invalid response
ERR_SSL_PROTOCOL_ERROR

DNS was working fine.
HTTP websites loaded fine.
Firefox worked fine with HTTPS websites.
SFC + DISM commands ran
New windows profile had the same symptoms.
Winsock reset had no change.
Powershell TLS Certificate checks worked just fine
Windows Update failed to connect, as did many other windows apps.
Internet Options --> Advanced --> SSL + TLS versions checked

In my case, the issue was resolved by removing the Wifi adapter from Device Manager and scanning to have it added back in.

Other possible fixes (didn't work for me, but might work)
netsh winsock reset
sfc /scannow and DISM commands
New windows profile
Internet Options --> Advanced --> SSL + TLS versions checked
