This means there is an unmovable file at the end of that partition. Try disabling the page file and restarting. You can use the free program Defraggler to see what file is there and defrag it (moving it elsewhere). If you get an error: REAGENTC.EXE: The Windows RE image was not found. Delete the file "C:\Windows\System32\Recovery\ReAgent.xml" and try again If you still get the same error, then the file Winre.wim is missing from that folder, copy it from another machine and try again.
