Check the Task Manager, Performance tab, see if CPU, Memory, or Disk has a high percentage of usage. Also check if CPU tab shows the speed limited to a slower speed. If the CPU is being throttled to 0.17Ghz, it may show a constant 6% usage since that is based on the normal speed of 3.0Ghz, but the computer isn't changing the clock speed as it should, check the "CPU speed is throttled.." article below.

If the computer is using Windows 11, check for a Motherboard firmware upgrade, I have had multiple computers that are being unbearably slow and other weird issues (network stopping working, freezing) that a firmware upgrade has resolved.
