These sites let you check if a phone is blacklisted / locked

Near the bottom, about 6 lines under the Wifi MAC Address, if it says "no SIM restrictions" then it is unlocked. If it says something else, it may be locked to a different carrier. I don't know of a way to find out which carrier without just testing to see if one will work.
