Erasing from within Windows
Wipe free hard drive space, run this from an Admin Command Prompt:
Copy to Clipboardcipher /w:c:


If the drive is a SSD, performing a retrim on it can do a fairly good wipe on it. If the firmware on the SSD works properly, this will make the data not recoverable without removing the memory chips to read them manually.
Copy to ClipboardOptimize-Volume -DriveLetter C -retrim -verbose



Erasing from outside of Windows
Darik's Boot and Nuke lets you wipe drives pretty easily. You need to boot it from a bootable media (USB/CD). I recommend you use Ultimate Boot CD, which includes this and other tools.
