This happens if you are using Remote Desktop/Terminal Services and attempt to open a program like DrugPak which uses the Advantage Database. You can fix this by:

Add this line to your C:\Windows\ADS.ini file under [Settings]
Copy to ClipboardMTIER_LOCAL_CONNECTIONS=1


No reboot should be needed, try to run your program again.
