Check Event Viewer, Applications and Services Logs, Microsoft, Windows, Server Infrastructure Licensing, Operational.
Look for a log like this (which had an Event ID of 38):


The User Count Check detected a condition in your environment that is out of compliance with the licensing policy.
This server does not comply with the End User License Agreement (EULA).
The EULA permits a maximum of 25 local user accounts.
This machine has 27 local user accounts.



We had a Windows Server 2019 that was shutting down (properly) due to a licensing issue (the one listed above). It turns out that we had four Quickbooks accounts which were counting (Quickbooks, QBDataServiceUser30, etc).

If you move the QB accounts into the "Managed Service Accounts" OU (in AD Users and Computers) then they are not counted as user accounts, and should resolve the problem. You should only do this for accounts which are not used by actual users, this is for accounts like these Quickbooks autogenerated accounts, Scanner accounts (used by copiers for remote scan to file), etc.
