Try installing any BIOS/firmware updates.

Try unplugging charger, plugging back in, or a different charger. While you have the charger unplugged, see if it speeds up.
If those don't work, then...

You can check the BIOS and disable any of these power saving features. This will make your CPU use more power, but will likely get full performance back:
"Power Management", "Enhanced Intel Speedstep Technology,", "Enhanced C1," "Enhanced Halt State" or "Cool'n'Quiet."

Another option using freeware on Windows is to:
Download ThrottleStop and uncheck "BD PROCHOT".

Another workaround is to:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Intelppm
Change 'Start' value to '4' from the default of '3'. This disables SpeedStep, which means the CPU runs at full speed, and will use more power.
Note that this is for Intel CPU's, an AMD CPU has a similar registry key.

If it is a Dell laptop, this may be because it doesn't recognize the power adapter. To test, unplug the power adapter and if the laptop runs at full speed, this is the issue. The app ThrottleStop may work, or you may need to replace the power adapter.
